the death certificate to the court?

I found a parent who appears at the Soc Sec Death Index, but no death certificate listed in this county under that name. He used numerous aliases. Is there a way to know how it got there the list and SSDI by whom? (CERT death. Thanks required for legal purposes.) For any information!
