How is the EU does not use the death penalty?

The death penalty is a form of punnishment law for most serious crimes such as murder. How then can the majority of European countries have condemned to life imprisonment without parole only punnishment most serious crimes? I think EU European Union to reinstate the death penalty for all its Member States in much the way it uses the United States for serious crimes there.
